Crawled is not indexed. Google can fetch a page and still decline to index it, because it duplicates another, because a canonical tag points elsewhere, because it carries noindex, or because the engine judged it thin. Search Console reports each of these reasons by URL.
Indexation problems are the most common cause of a site that seems fine and gets no traffic. The fix is usually one of a handful of things: a consistent canonical, a real sitemap date, more internal links, or more substance on the page.
Check the Pages report in Search Console before assuming a ranking problem; most are indexation problems wearing a disguise.
